Low Income Rate Available for Qualifying Customers

We understand the burden customers experience in covering the costs of essential goods like housing, food, and clean water. As your water and sewer service provider, we want to be part of the solution to these challenges.

As such, we've proposed a low-income rate for our residential customers who are at or below the federal poverty level. This low-income rate is available to residential customers on an application-only basis.

To apply, please contact our partner Elkton Area United Services at (540) 298-8685 ext. 0 or clientservices@elktonatheart.org. Elkton Area United Services will verify your income on our behalf, ensuring your continued privacy. Customers need only apply once every 12 months to maintain eligibility.

To check eligibility, please go to https://aspe.hhs.gov/poverty-guidelines and look for information for a household of your size.

If your income is at or below the applicable level, you'll be eligible for a lower rate on typical monthly water usage, up to 2,700 gallons per month. Should you use over 2,700 gallons, additional amounts will be charged at the regular residential rate. Our full schedule of interim rates can be located here.
