Low-Income Assistance Programs

Community Utilities of Pennsylvania (CUPA) has been approved to offer reduced rates for residential water and wastewater services and arrearage management assistance to customers with incomes up to 200% of the Federal Poverty Level.

Customers must complete an application to receive low-income rates and arrearage management assistance.

To apply, CUPA has enlisted the help of a 3rd party (Dollar Energy Fund, Inc.) to verify our applicants’ incomes on our behalf, ensuring your continued privacy.

Low Income Rates

For water and wastewater service, if your income is at or below 200% of the Federal Poverty Level, you will be eligible for the lower rates seen below. PA PUC approved rates can be found on our Rates & Tariffs Page.

Arrearage Management Program

Customers approved for the low-income rates and with past-due balances greater than $400 can participate in the Arrearage Management Program (AMP). AMP customers will be enrolled in a multi-month deferred payment arrangement to split their past due balance into equal monthly installments over 12 months. AMP customers who make timely payments and stay current with their monthly water/wastewater bills, including the deferred payment arrangement portion, for half of the months of the AMP term will have the remaining monthly deferred payments forgiven. If a customer defaults on the deferred payment arrangement, then normal collections processes apply, and the customer may request to establish a new non-AMP payment arrangement but will not be eligible for another AMP payment arrangement until 12 months following the default.

Pennsylvania Low-Income Housing Water Assistance Program

Pennsylvania's Low-Income Household Water Assistance Program (LIHWAP) can also help you pay arrears for your water and sewer bills. The program may also be able to help address tax liens due to water and sewer arrears. “Pennsylvania is pleased that the federal government is recognizing Pennsylvania’s success in operating the first round of LIHWAP, and we are excited to distribute this assistance as soon as we are able,” Acting Department of Human Services Secretary Val Arkoosh said in a statement. “Access to clean drinking water and wastewater services is fundamental to our health and well-being, and we hope to work with local and private water services providers to further expand this program and ensure that this assistance is reaching the communities it is intended to help.”
