This notice is to advise you that Community Utilities of Pennsylvania, Inc. (CUPA) will be installing new water mains within the Westgate Hills community in accordance with the map provided below.
This is being considered Phase I of a multi-year phased approach to update aging infrastructure, as well as enhance fire protection in the area.

As part of the revised Environmental Protection Agency’s (EPA) Lead and Copper Rule, CUPA has been developing a Lead Service Line (LSL) inventory for drinking water and is required to replace all lead service lines. The inventory and replacement program includes the Utility-owned service lines as well as the Customer-owned service lines.
If your home was historically identified as potentially having lead service lines or galvanized lines requiring replacement, or if the service lines are identified as such during construction, you will be contacted individually for replacement coordination.
During the construction of this water line project, some lawns and driveways in the road right-of-way will be disturbed. Upon completion of this project, all lawn and driveways that have been disturbed will be restored to their former condition.
CUPA will be ensuring that thorough preconstruction photographs and videos of the areas are captured to confirm the restoration is completed properly. During construction, there may be an interruption in your water service due to unforeseen circumstances. CUPA will make every effort to keep this interruption to a minimum. Customers will notice a brief interruption in service on the day their individual water service is transferred to the newly installed water main. Notification will be made in advance of any planned water shutdowns to complete the project.
The work is slated to begin on Monday, February 10th, with an estimated duration of 3 months. During construction, some lane closures are anticipated. Construction activities will be performed by JOAO &Bradley Construction Co, Inc. of Bethlehem, PA.
We thank you in advance for your understanding and patience as we undertake these important upgrades to ensure quality infrastructure for our community well into the future and apologize for any inconvenience you may experience during these activities.
There will be an inspector on the project that will be available to assist you with any questions or problems that may arise.
Calls can also be directed through CUPA’s Customer Service Department at
(800) 638-0262.
Sincerely, Amber Capwen
Regional Project Manager
